CCRPC staff report first-half deficit of more than $100,000; committee discusses staffing and indirect rate

Chittenden County Regional Planning Commission Business Director Forest Cohen reported to the Joint Finance and Executive Committee on March 5 that the organization is facing a first-half operating deficit exceeding $100,000.
Cohen said expenses are running at roughly 49% of budget for the first half of the fiscal year, which is in line with expectations, but revenues have been under-collected. "While some of the deficit can be covered by revenues from dues, it would be fiscally irresponsible to cover it entirely with that source," he said. Committee members raised staffing concerns; Jeff Carr asked whether extended absences among key staff have affected throughput and whether the CCRPC should consider hiring additional staff or consultants to maintain operations and cash flow.
Executive Director Charlie Baker said the organization will examine staffing and the FY26 work program and budgeting over the next two months. Baker also noted CCRPC's indirect rate was too low for the first half of the year but that VTrans approved a higher indirect rate for the latter half, which should help revenue recovery.
The Committee did not take formal action on hiring or consultant recommendations at the meeting; staff will further analyze options during FY26 budgeting.
