Union City approves emergency pipe repair after sinkhole, authorizes up to $6,000 to open municipal lot hole

Union City Borough Council on July 9 authorized emergency repairs after inspections found collapsed galvanized pipe and a new sinkhole behind 98 East High Street.
Streets Supervisor Bob Phillips said a camera inspection showed the first 50 feet of the line were cement and in good condition but approximately 90–100 feet of galvanized pipe had lost its bottom and failed; the camera fell into that section and could not be retrieved. Phillips also reported a separate sinkhole in Municipal Lot #1.
Council accepted a Mansfield quote of $14,500 to replace the failed galvanized pipe with plastic at 98 East High Street. Councilor Steadman moved to approve the work and Councilor Kerns seconded; the motion carried unanimously. Council also authorized Mansfield to cut concrete and open the hole in Municipal Lot #1, spending up to $6,000 after contacting McLallen Construction for a price and availability. That motion, moved by Councilor Steadman and seconded by Councilor Osborn, carried unanimously.
Resident Anthony Hickey, who said runoff from East High and Bridge streets enters his building during heavy storms, told the council he had contacted PennDOT, the borough and Representative Jake Banta’s office but had not received a solution and offered to dig a ditch if the borough provided a catch basin and pipe. "The water runs into my building," Hickey said. Phillips described the flooding as a long‑standing problem and said crews will continue to investigate options.
The council record shows the repairs were approved as emergency work to prevent further property damage; no additional project budget line items were specified at the meeting. The borough indicated it will follow up on Hickey’s drainage complaint and monitor restoration of topsoil and grass seed after recently completed streambank stabilization at Bentley Run that was partially washed out by subsequent rains.
