Union City Council approves easements, subdivision, pension obligation and schedule change in Aug. 13 session

Union City Borough Council on Aug. 13 approved a slate of administrative and land-use items, including a retroactive easement at 104 East High Street, formal acceptance of two catch basins and approximately 60 feet of connecting pipe, approval of the 2024 Minimum Municipal Obligation for pensions, subdivision sign-off, purchase of property for a proposed gazebo and an easement for a kayak/canoe launch funded by state and nonprofit grants. Council also agreed to change regular meeting dates for September through April.
Specifically, council approved a retroactive easement with property owner Anthony Hickey at 104 East High Street that assigns the property owner responsibility for digging and maintaining a ditch between the PennDOT catch basin and the borough catch basin; the borough will accept responsibility for the two catch basins and about 60 feet of pipe. Council approved the 2025 MMO figures presented by Borough Manager Cindy Wells: $48,029 required for the non-uniform pension and $0 required for the police pension; council then approved the 2024 MMO motion unanimously.
Erie County Planning had approved survey maps for a subdivision combining a portion of 92 West High Street into 88 and 90 West High Street; council signed to approve the subdivision. Council also approved a retroactive purchase of a portion of property from 8 South Street for $500 to expand Municipal Lot #3 for a gazebo project after a survey and solicitor paperwork are completed.
The solicitor is preparing an easement with the American Legion to install and maintain a kayak/canoe launch at the ball field along French Creek; council approved the easement. The launch installation will be funded by the Pennsylvania Fish and Boat Commission and the Pennsylvania Environmental Council. Council agreed to move regular meetings to the first and third Monday of each month at 6:30 p.m. from September through April; next meetings were set for Aug. 27, 2024 and Sept. 16, 2024 because of Labor Day.
