Union City Council unanimously approves canoe/kayak launch contract, removes Land Bank lien and awards Renaissance grants

Union City Borough Council on Aug. 27 unanimously approved several local project and financial actions, including awarding a contract to install a canoe and kayak launch at the American Legion ball field, removing a Land Bank lien on a downtown property and approving seven Renaissance grant applications.
The approvals were routine and carried on unanimous votes by the four councilors present (Joyce, Osborn, Steadman and Kerns). Councilor Osborn moved to accept the agenda earlier in the meeting and the council then completed ministerial approvals of minutes, the Secretary’s Report and bills before addressing project items.
Borough Manager Cindy Wells told the council that the EADS Group engineer reviewed quotes for a canoe/kayak launch at the American Legion ball field and that state procurement rules did not require formal bids because the project cost was under the $23,200 threshold. Construction Services of PA submitted the lowest quote at $16,679; Blum Property Services submitted $18,541.50. Councilor Osborn moved (seconded by Councilor Kerns) to accept Construction Services of PA’s $16,679 quote contingent on receipt of an easement from the American Legion; the motion carried unanimously.
Wells reported the borough holds a lien against 121 East High Street for approximately $2,690 and that the Erie County Land Bank requested the lien be removed. Councilor Kerns moved (seconded by Councilor Steadman) to remove or satisfy the lien in full; the motion carried unanimously.
On grants, Wells said seven Renaissance Grant applications were recommended for approval. The seven projects total about $60,606 in project costs and request $23,600 in borough Renaissance funding. Councilor Steadman moved (seconded by Councilor Osborn) to approve the recommended awards for the 2024–2025 grant period; the motion carried unanimously. Wells reported $90,547.35 remained available in the Renaissance Grant fund.
Council also passed a resolution accepting the Erie Area Council of Government (EACOG) audit, as required of member municipalities. Councilor Osborn moved and Councilor Steadman seconded the resolution; the motion carried unanimously.
The council took no public comment and department liaisons reported no items. The meeting adjourned at 6:19 p.m.
