Wapello County EMS advisory council advances system visioning, sets timetable for recommendations

The Wapello County Emergency Medical Advisory Council met June 9 to continue work on a countywide EMS system vision and design, reviewing payer-mix data, assigning section leads and setting a calendar of working sessions toward a draft recommendation.
Council member Tim R. reported that he created a workbook used by the group and noted an editorial correction to Page 45 (section B.2) where 2024 numbers had been misprinted. The council reviewed estimated transport payer shares for 2024–25 (Medicare roughly 57% rising to 60% in 2025; Medicaid about 21% to 24%; commercial/private insurance 12% to 9%; self-pay 7% to 5%; other interfacility/VA roughly 2% to 4%), and agreed those figures will feed forthcoming cost modeling.
The group set a sequence of meetings: June 24, July 15, July 29 and Aug. 19, with tentative joint meetings with city council and county supervisors on Aug. 11 and Sept. 15. Tim R. and David C. described plans to create a shared workspace for document uploads and collaborative drafting between sessions. The council identified a target to present a draft formal recommendation at the Sept. 2 meeting if material is ready; members noted that date could change depending on progress.
Assignments were distributed for authorship of the report sections (for example, volunteer department protocols, community paramedicine, high‑volume location interventions and alternative transport). Several items — including public education and access guidance — were reserved for final assembly after other sections are completed.
The meeting concluded with a procedural motion to approve the May 12 minutes (moved by Cindy H., seconded by Mike D.) and a motion to adjourn at 7:12 p.m. (moved by Mark F., seconded by David C.).
