Council approves Clearwave Fiber master right‑of‑way agreement for privately financed fiber build

Sinurella said Clearwave would pay all capital costs and that the city would not provide funding. He described retail speed tiers from 100 Mbps up to 7 Gbps and said the company aims to start construction in the fourth quarter, with a typical build pace of about 1,000 homes passed per month and a likely 9–12 month completion window for initial segments. The company said it will follow city permitting and will hold preconstruction meetings and public communications during the build.
Council members asked about where the build would start, whether construction would be underground or overhead, and how the company would coordinate with public works and water department infrastructure. Company representatives said they plan to mirror existing communications builds where practicable, will use front easements where feasible, and will coordinate permits and preconstruction requirements with city departments.
After the presentation the council voted in favor of approving the master right‑of‑way agreement on recorded roll call.
