Augusta adopts policy to implement state law on multiple-occupancy restrooms

Augusta’s City Council on June 15 adopted a policy to implement a state law that requires municipalities to inventory multiple-occupancy restrooms, provide specified signage and maintain a complaint process. Staff said the law became effective in February and the city modeled its policy on guidance from the League of Kansas Municipalities.
Staff (Josh, S7) told council that most of the multiple-occupancy restrooms are in public parks and a few city buildings and that staff had completed an inventory and ordered signage where needed. The policy includes a form for filing complaints and an enforcement approach aligned with the state law. Staff warned council that civil penalties for noncompliance can begin at $25,000 for a first violation and rise to $125,000 for subsequent violations.
Councilmember (S2) moved to adopt policy number 2026-01 (listed in the packet) to bring city procedures into compliance with the statute; after a second the motion passed by voice vote. Council asked staff to proceed with signage installation and to make complaint forms available.
