Salem Township adopts ordinance adding roadways to weight-restriction list after residents report damage

Salem Township, Feb. 24, 2026 — The Salem Township Board of Supervisors voted unanimously Wednesday to adopt Ordinance No. 2-2026, amending the township's restricted-roadways ordinance to add additional roadways to the weight-restricted highway, roadway or bridge list.
The special meeting focused on resident concerns that heavy hauling was damaging Quarry Drive. Joseph Pinskey Jr. asked whether the change would prevent his brother, Rob Greer, from returning home with a tractor-trailer; Supervisor Kerry Jobe said it would not "because it is considered local delivery," and added that farmers are exempt from the restrictions.
Resident Chad Shifko said he had recently hauled "extreme amounts of dirt" onto his property on Quarry Drive and that the road was being damaged. Supervisor Todd Paulich said he visited the site, asked Shifko to stop work because the road is posted with a 10-ton weight limit, and noted the road "should have been bonded." Paulich also said Quarry Drive is posted but was not on the township's restricted-road list, a discrepancy the board called the primary reason for the special meeting.
Resident Tim Kepple asked how officials determine when a trip exceeds "local delivery," asking whether the limit is two loads or six. Supervisor Jobe replied enforcement decisions hinge on the scale of commercial activity, distinguishing "a couple trucks a day vs many," and said the township could not simply shut down an existing business named in the discussion (Orrs).
Resident Eric Hageder asked whether township roads have been audited for weight restrictions. Paulich said the roads have not all been audited and the board intends to add more roads to the restricted list over time.
During the meeting supervisors first approved a motion to discuss enacting the amendment and then voted to enact Ordinance No. 2-2026. Both motions passed unanimously, with supervisors Kerry Jobe, Bob Zundel and Todd Paulich voting in favor.
The board adjourned at 7:02 p.m. and set a special meeting for March 5, 2026 at 9:00 a.m., scheduled its regular meeting for March 18, 2026 at 7:00 p.m., and noted an additional special meeting on Feb. 26 to hire a building code official.
