During public‑comment and sewer permitting matters at the Feb. 4 meeting the Salem Township Planning Commission revisited Component 4A of the Planning Module for the Daniels Concrete Batch Plant Project. The component had been completed previously by Solicitor Falatovich and signed by the Planning Commission secretary but was rejected by the Pennsylvania Department of Environmental Protection (DEP).
Commissioners reviewed the planning module against Component 2 details and found inconsistencies in the timeline and permitting record. Members noted the lack of evidence of highway occupancy permits (HOP), NPDES stormwater permits and an approved land‑development plan; they also questioned water‑use billing entries and whether separate meters were in place for the batch plant. The commission voted unanimously to complete and sign Component 4A and to attach a letter outlining the inconsistencies and missing permits to be sent to DEP. Chair Connie Mattei will draft the letter for attachment.
The commission emphasized that Component 4A is a planning‑agency function and that DEP's rejection requires the applicant and township to clarify timeline items, permitting status and water‑use documentation before final approvals proceed.
