Salem Township supervisors approve monthly expenditures, $1M CD transfer and contracts for traffic-signal repairs

In a single omnibus vote the board approved monthly expenditures totaling $202,821.61 across general, payroll, fire protection, sewage, liquid fuels, machinery and street-light funds. Resident Connie Mattei questioned a Jobe Inspection Services invoice, saying occupancy-permit fees ($25) were not included on permit totals; Solicitor Falco Muscante said the invoice was lower than the bill sheet and may be approved with applicants billed separately for occupancy permits.
The board also unanimously approved: renewing Regola Consulting LLC’s $2,500-per-month retainer; acknowledging a $350,000 LSA grant award for the Tucker Road waterline project; reducing Bayt Development LLC’s irrevocable letter of credit for Salem Ridge (from $352,368.19 to $230,642.04) after engineer Victor P. Regola confirmed quantities and sewer testing; and granting a real-estate tax exemption for disabled veteran Richard E. Rose.
Kerry Jobe announced a $340,000 award under the Small Sewer and Water program for an Apple/Tower Lanes waterline extension; Jobe said the award covers a large portion of that project but will not fund all costs. The board approved a $12,000 Morris Knowles & Associates engineering proposal for the Kennan Drive waterline extension and discussed using township crews to install a waterline from Kennan to Orrs.
On public-safety work, supervisors authorized an emergency declaration and authorized contracts with Bronder Technical Services to repair traffic-signal poles damaged in vehicular accidents at two Route 22 intersections, subject to final solicitor review and insurance reimbursement. The board said a solicitor-added contract clause would permit contract termination under defined conditions.
Financial-management votes included a unanimous decision to transfer $1,000,000 from the General Fund into a new three‑month certificate of deposit to capture higher short-term rates, and raising the township’s First Commonwealth Bank MasterCard combined limit from $10,000 to $20,000 (allocated across three users).
Other personnel and administrative actions included authorizing staff training (with wages paid for training time), approving a $650 training registration for employee Fred Cecchini, authorizing advertisement for a part-time or full-time Assistant Secretary‑Treasurer, and approving a $60,000 disbursement split between Forbes Road and Slickville volunteer fire departments.
The meeting ended with updates on sewage pump-station equipment, the solicitor’s report on pending legal items and old-business discussion about parking on Forbes Road. The board adjourned at 8:23 p.m. and set a hearing for Feb. 18, 2026 at 6:00 p.m., followed by the regular meeting at 7:00 p.m.
