The Salem Township Board of Supervisors unanimously approved a suite of organizational appointments and routine resolutions during its Jan. 5, 2026 annual organizational meeting.
The board approved the supervisors' slate of officers: Kerry Jobe as chairman, Bob Zundel as vice-chairman and Kelly Otto as secretary-treasurer. The board also designated Kerry Jobe as head of office.
Personnel and enforcement appointments included the naming of Doug Regola as township engineer and primary sewage enforcement officer; Richard Bourg as secondary SEO; Dave Jobe as alternate secondary SEO to complete outstanding 2025 permit work; and the appointment of full-time Roadmasters (Bob Zundel and Todd Paulich) and a part-time Roadmaster (Kerry Jobe). Fred Cecchini was appointed to the vacancy board, as emergency management coordinator and as Code Enforcement Officer at a rate of $25 per hour, with Brandon Perfetta named assistant emergency management coordinator.
Financial and administrative actions included the appointment of Becky Maruca as tax collector (Act 511 and institution district taxes at 4% compensation; township real property taxes at 4% on the first $300,000 and 2% thereafter), Jesse Maruca as deputy tax collector, and the hiring of Sam White to conduct the 2025 fiscal-year audit for $7,995.
The board adopted these resolutions and administrative decisions: Resolution 02-2026 appointing Kelly Otto as Secretary-Treasurer; Resolution 03-2026 naming First Commonwealth Bank, PNC Bank, S&T Bank, Commercial National Bank and Citizens Bank as depositories; Resolution 04-2026 retaining a third-party inspection agency for building permits and inspections (ordinance enforcement); and Resolution 05-2026 approving modifications to on-lot sewage disposal fee schedules. Supervisors also approved attendance and reimbursement to the PSATS annual convention (Hershey, April 19-22, 2026).
Meeting and committee schedules were set: 2026 regular Board of Supervisors meetings (Wednesdays at 7 p.m. at the municipal building) and Planning Commission monthly meetings (first Wednesday, 6 p.m., when agenda items are present). The board set the standard business mileage reimbursement at 72.5 cents per mile for 2026.
Volunteer boards and commission appointments were reaffirmed or set: Planning Commission members (Connie Mattei, Paul Holleran, and new appointee John Wright), UCC Appeals Board members and alternates, Recreation Board members, and Jerry Detar as municipal representative to the Westmoreland Heritage Trail (term Jan. 2026-Dec. 2028).
All recorded motions were unanimous, with Kerry Jobe, Bob Zundel and Todd Paulich voting in favor of each action recorded in the minutes. The meeting closed with public suggestions about Planning Commission compensation and a unanimous motion to adjourn; the next regular supervisors meeting is scheduled for Jan. 21, 2026 at 7 p.m.
