Windsor board tells Harmony Haven LLC to seek Planning Board site plan review; suspends fines for cleaned-up Belfast Road property

Windsor — The Town of Windsor Select Board on Aug. 5 heard a code enforcement update from Greg Feltis and directed next steps on two matters: a letter from Harmony Haven LLC and a trash complaint at 308 South Belfast Road.
Greg Feltis, the town’s health officer and assistant CEO/LPI and E911, told the board that Harmony Haven LLC had presented a letter for signature but that Code Enforcement Officer Arthur Strout did not sign it. Feltis said Harmony Haven had been advised in July by Arthur Strout and the former town manager to present to the Planning Board and to follow Windsor ordinances. With discussion the Select Board agreed Feltis should advise Harmony Haven LLC to submit a site plan review to the Planning Board.
Feltis also reported that a trash problem at 308 South Belfast Road had been resolved. Ray Bates moved to suspend fines for the property at this time; William Appel Jr. seconded the motion, which the board approved 4-0-0. The minutes do not list the amount of any fines or provide a timeline for their reinstatement should the issue recur.
