Southampton approves shared‑services agreement with Medford and a modified administrator MOU

After an executive session on April 21 the Southampton Township Committee adopted two items concerning township management: a shared‑services agreement with Medford Township for township manager services and a modified memorandum of understanding with Township Administrator Parker McCay Brandon Umba.

Township Attorney George Morris presented the items when the Committee returned from executive session. Resolution 2026‑63 authorizes the shared‑services agreement; the minutes record affirmative roll‑call votes by Committeemen Arnold Harrison and Ronald Heston, Deputy Mayor Elizabeth Rossell and Mayor William Raftery. Resolution 2026‑64, the modified MOU with the administrator, was adopted with affirmative votes recorded for Committeeman Ronald Heston, Deputy Mayor Rossell and Mayor Raftery as read into the minutes.

During the public comment period prior to executive session, Mayor Raftery said the shared‑services arrangement would bring $90,000 to the Township and that Administrator Umba would divide time between Southampton and Medford while remaining reachable; Umba said he expects to be in Southampton every day and would manage both responsibilities. Residents had asked how the shared services would be divided and whether EMS services were affected; Administrator Umba said Woodland is not participating in an EMS shared service as Southampton proposed.

The minutes record the Committee’s adoption of both resolutions and direct staff to implement the agreements as written in the adopted documents.
