Windsor Select Board suspends treasurer and appoints replacement after executive session

The Windsor Select Board voted unanimously Aug. 19 to suspend longtime Treasurer Theresa Haskell and to appoint Kelly McGlothlin as the town's treasurer effective the same day.
Board members entered executive session at 7:07 p.m. under 1 M.R.S.A. §405(6)(A) to discuss a personnel matter. After emerging at 7:30 p.m., William Appel Jr. moved to suspend Haskell’s services effective immediately; the motion was seconded by Allison Whynot and approved 4-0-0. Appel then moved to appoint Kelly McGlothlin as treasurer effective Aug. 19, 2025; that motion was seconded by Whynot and likewise passed 4-0-0.
The minutes record the board’s rationale in part: “The Board feels the Town must learn to survive without the services of our previous Treasurer,” and the board thanked Haskell “for her many years of service to the Town of Windsor and continues to wish her well in future endeavors.” The board said town staff and Select Board members will work together to resolve outstanding issues.
The motions were recorded as unanimous (yes votes from Thomas McNaughton, William Appel Jr., Ray Bates and Allison Whynot; Chester D. Barnes Jr. was absent). The board conducted the executive-session vote and the appointment in open meeting following that closed session. The Select Board adjourned at 8:06 p.m.; the minutes were later approved by the board on Sept. 9, 2025.
The next regular Select Board meeting is scheduled for Aug. 26, 2025, at Windsor Town Hall at 6:00 p.m.
