Staff explained the procurement constraints: Winchester ammunition is distributed through a limited number of law-enforcement distribution centers and Dooley's Anaheim facility serves multiple states; contractual distribution territories can prevent other distributors from competing. Lieutenant Tony Russo and procurement staff said Dooley is the authorized distributor for the region and law-enforcement pricing differs from retail.
The motion (moved by Councilmember Hampton; seconded by Councilmember Masuda) passed with one abstention by Councilmember Cole. Councilmembers asked staff to provide clearer upfront explanations on procurements that are exempt from competitive bidding and to continue exploring regional purchasing strategies to increase competition.
