Tri-County HATS wins SS4A supplemental planning grant for five locations; consultants selected

Staff told the committee the region has an executed supplemental Safe Streets and Roads for All (SS4A) planning grant that will advance planning for five priority locations identified in the regional safety action plan. The grant will fund conceptual designs, safety analysis, public outreach and alternatives analysis but does not permit engineering or construction work.
Andrew Bombberger, Executive Director of the Tri‑County Regional Planning Commission, said the grant will be split into two contracts for delivery convenience and described the five study locations: four traditional intersection improvements (including a Perry County intersection and a Dauphin County location at [Loudon/Marsh?] and Route 743) and a larger corridor study at Walnut Street and 28th/Penbrook Avenue in Harrisburg to prepare for the post‑I‑83 construction environment. Staff named Michael Baker and KDson Associates as lead consultant teams with consultant teaming arrangements for the larger Walnut Street study.
Bombberger emphasized the planning nature of the award: “This grant will essentially take those five locations and do as much work as we’re able to do to get them ready for project delivery and programming on the TIP. It’s not an implementation grant — we can’t do engineering or construction under this grant, but we can do the planning and analysis that gets projects shovel‑ready.”
Staff expects kickoff in late summer or early fall and said the timeline will include developing alternatives and conceptual designs, traffic operations analysis and outreach to position projects for TIP programming. The committee will receive periodic substantive updates as consultants begin studies and deliver interim products.
Next steps: consultants will mobilize and staff will return with detailed scopes, schedules and outreach plans; the studies will inform future TIP programming and project development.
