Board considers limited immunity for West Bromberg Park lights; contractor to remove and reinstall poles

At a continuing public hearing on West Bromberg Park lighting, town staff recommended use of a limited‑immunity process that would allow the project to move to building‑permit review while the board completes its environmental and procedural findings.

Garrett Duquesne, commissioner of the Department of Community Development and Conservation, told the board expert testimony supports the proposed pole heights and a downcast design intended to focus light on the Little League field while minimizing spill to nearby homes. "Factors such as the lack of viable alternatives to accommodate the playing time needed for youth in the town...and the minimal impact style design" informed the recommendation, Duquesne said.

Officials also described a recent inspection that found the concrete footings for some poles were improperly poured and brittle; the town will deconstruct the existing poles so the contractor can correct the footings, then reinstall the lights following building‑permit approval. Parks Commissioner Joe Lekasey estimated the removal and reinstallation work would take about three days and said the contractor has agreed to cover the cost because the problem resulted from the contractor's error.

Board members recommended clear signage or a digital notice when poles are temporarily removed so nearby residents will understand the work is short‑term and the poles will be returned prior to the season. No vote to grant limited immunity was taken Wednesday; the board closed the hearing portion of the meeting and left the matter to a later procedural decision once required permits and staff findings are complete.
