Parks & Recreation Director Alina Hibbs presented two fee proposals. First, staff proposed a two‑day-per‑week swim-team option at the Aquatic Center as a lower-cost alternative to the existing three‑day program; staff noted registrants would still participate in the same number of swim meets, so the program price was set below the three‑day option but not proportionally one‑third. Second, staff proposed a range of cemetery fee adjustments in partnership with Weeks Funeral Home to reflect operational and maintenance cost increases and reduced availability for many lot types. Director Hibbs and staff explained certain mausoleum north- and south-facing niches were sold out and that only alcove niches remained available; the fee table in the packet reflected increases for the available alcove niches and removal of sold-out items.
City finance staff also noted an automatic CPI-based adjustment (3.1%) had been applied to school impact fees in April per the existing fee resolution formula; staff said the council would review the school district’s capital facilities plan this summer before considering deviation from past policy.
Council moved and passed Resolution 1879 by voice vote.
