Orrville City Council placed Resolution 40‑25 on first reading and voted to suspend the reading requirement Nov. 17, adopting an emergency resolution that extends a moratorium on permits for retail dispensaries, cultivators and processors of adult‑use cannabis through Dec. 31, 2026.
Safety/Legal staff said this would be the city’s third moratorium and recommended that council use the additional year to study options, including whether to permit such businesses within specific zoning districts or to prohibit them within city limits. Wheeler told council staff had been waiting for state direction and that, absent further state clarification, the moratorium gives council time to deliberate local policy. Health and Safety Chair Espiritis said the committee will meet early in the spring with new and returning members to gather input and pursue a recommendation.
During the discussion, a council member raised a local retail observation: "Apparently, in Perry's Drive thru, you can buy something in the marijuana range," and asked staff to check; staff said they would follow up. Councilors who spoke framed the moratorium as temporary policy pause to allow ordinance drafting and community input; with suspension of readings the resolution was adopted at the meeting.
