Orrville adopts wastewater rate increases to finance $6.7M in plant improvements

Orrville City Council adopted Administrative Order 1‑25 on final reading Nov. 17, authorizing the Public Utility Board to increase wastewater rates by 7.5% beginning Jan. 1, 2026, with annual 7.5% increases through Jan. 1, 2030 and smaller 2.5% annual increases thereafter starting Jan. 1, 2031.
Utilities Director Breter told council the proposed percentage increases average about $2.74 per month for customers over the first five years and that the funds are intended to support approximately $6,700,000 in capital improvements at the Orrville wastewater plant. Breter said $1,700,000 of that total is expected to come from loans or grants and that prior council action had secured a portion of the grant funds. The administrative order was put on final reading, a motion to adopt was made and council approved the adoption by roll call.
Under the order, the utility board can implement the rate schedule beginning Jan. 1, 2026; council members noted the increases are intended to ensure operations, maintenance and a base funding stream for future capital projects.
