Planning director: Medina County receives record CDBG requests; county to seek specialist review of developer guarantee provisions

Denise Testa, Planning Services Director for Medina County, told the commissioners May 5 that the PY2026 Community Development Block Grant (CDBG) application period closed with 14 submissions and total requests that exceeded $1,000,000. Testa said total available PY2026 funding is approximately $506,000 and that the City of Wadsworth has been allocated $150,000, leaving roughly $315,000 to distribute among other applicants. A work session to review the applications is scheduled for Monday, May 11 at 10 a.m.
Testa also reported that American Structure Point is continuing its analysis of subdivision and development agreements and that the PY2025 CHIP environmental review remains ongoing. She noted the next Zoning Workshop is scheduled for May 12 and outlined anticipated Planning Commission items in June, including several subdivision and map amendment filings.
Commissioner Aaron M. Harrison elaborated on a recommendation from American Structure Point to bring in a specialized statewide group with expertise in engineering, permitting and financial requirements to address inconsistencies and challenges in financial guarantee provisions of developer agreements. Harrison said a change order to engage that specialized group was expected later in the week and that the item would be presented to the broader technical working group and then to the Board the following week for action.
The planning updates touch on development-review processes that affect townships, private road standards and how guarantees are structured in developer agreements; those issues will be the focus of upcoming internal and public technical sessions.
