Afton council approves Haderlie Fifth Addition replat and rezone

The Afton Town Council on May 9 approved the Haderlie Fifth Addition final plat, the associated final development agreement and a rezone to allow detached single-family residential lots.
The council passed Ordinance 637 on its third and final reading to re-zone Lot 8 of Haderlie Fourth Addition from Agricultural, Conservation and Recreation (ACR) to R-1 Detached Single-Family Residential, contingent on an approved planned unit development and replat. Town surveyor Marlowe Scherbel told the council the parcel had previously been treated as a nonconforming lot. Town Administrator Jonathan Teichert presented conditions of approval and the council authorized the mayor to sign the final plat map.
The council approved the Final Development Agreement for the Haderlie Minor Subdivision and accepted a petition to form a local improvement district submitted by the Alan and Valerie Haderlie Family Trust. Conditions attached to the final plat include that stormwater retention and groundwater recharge remain onsite, outdoor lighting meet town standards, substantial project modifications require additional permitting, a minimum of 300 square feet of recreational open space per unit, two off-street parking spaces per unit, front porches or decks, and perimeter privacy fencing and landscaping.
Councilman Jason C. Inskeep moved to approve the boundary adjustment and the replat matters; Councilman Tom Davis seconded. The motions carried. The council did not identify any additional conditions beyond those presented and the final plat will be filed in accordance with the town’s procedures.
The council’s approval follows Planning & Zoning and Utility Board reviews; the rezone ordinance states it will be effective upon passage and the ordinance was scheduled for publication May 31, 2017.
