North Baltimore public-safety update: radios, fireworks plan and security cameras

Public Safety Chair Dee Hefner and Police Chief Lafferty told the Committee of the Whole on July 1 that the North Baltimore Police Department needs improved radio coverage and repeaters to ensure communication with North Baltimore Fire and EMS.
Chief Lafferty said he has reached out for equipment quotes and expects an update at the next council meeting after follow-up with contacts; Chief Franscisco was reported to be coordinating with a contact to assist. The committee emphasized ensuring compatible MARCS communications so police can reliably coordinate with NBFD and NBEMS.
Hefner also proposed bringing back a fireworks display in 2026. Committee members discussed soliciting donations and having the Village contribute funds; they said a 501(c)(3) is needed to accept donations and that the festival itself would not be a Village 501(c)(6) project. Ms. Beaupry suggested a January "kickoff" to plan fundraising, but committee members said they must wait until the 501(c)(3) is established.
On security cameras, Mr. Bender asked for additional cameras over the park and the water plant and said he is awaiting a quote from Intech. No contracts or formal authorizations were approved at the meeting; the committee asked staff to return with specific quotes and recommendations.
