Town Manager briefs Selectboard on solar options, dock study, CEDD job draft and MVU interest

Town Manager Derik Goodine used the Jan. 21 meeting to brief the Selectboard on multiple infrastructure and staffing items the town is tracking.
On municipal solar, Goodine said he has been in contact with a vendor and expects materials for the next Selectboard meeting. He recommended checking Maine Power Options' (MPO) solicited vendor terms against other towns to ensure lease terms and developer responsibilities are fair; MPO's approach could reduce the town workload by having the vendor develop the project and find off‑takers for the power. Goodine noted the town may need to float costs for a Letter of Intent to CMP and an RFP but said successful vendors may reimburse such costs according to prior study guidance.
Goodine also updated the board on the Waterfront/Town Dock Study conducted by GEI; GEI prepared a flyer for a public forum scheduled for Jan. 30, 2025. Goodine said he plans to build a gazebo at the Town Dock this winter and work with staff on safe‑harbor operations for 2025.
On staffing and economic development, Goodine circulated a draft part‑time job description for a Community and Economic Development Director (CEDD) and asked for Selectboard input prior to advertising. Chris Brodeur told the board he is interested in operating a mobile vending unit (MVU) at the Town Dock in winter months for breakfast service; the board discussed fee schedule applicability for non‑summer operations.
Goodine listed other items on his report including FEMA and NBRC grant activity, potential cyber security grant, the Town Clock repair, and ongoing work on source‑water protection mapping. He also noted a Congressional dock grant training and pending Project Canopy and Governor's Waste Diversion grants. No Selectboard action beyond discussion was taken on these items at the meeting; staff were asked to follow up and bring materials to future meetings.
