Afton council approves subdivisions, boundary adjustments and payment for town storage building

At its Sept. 12 meeting, the Afton Town Council approved several land-use and infrastructure items, including a simple subdivision, boundary adjustments, authorization of a will-serve letter for utility service, and a contractor payment for the town storage building.
Town Administrator Jonathan Teichert presented the simple subdivision application submitted by Nathan and Janis Campbell to split Part of Lot 2, Block 17 into two commercial lots; the Planning & Zoning Board had recommended approval and Teichert suggested each lot include at least 5 percent landscaping. Council Member Rick Merritt moved to approve the subdivision and the council authorized the Mayor to sign the final plat.
Teichert also presented a boundary adjustment request from Broulim Oswald, LLC to adjust its east boundary to include 60 feet of property owned by James Allen Hale; the Radio Shack parcel was included on the plat for subdivision purposes only and its boundary was not changing. The council approved that adjustment after noting Planning & Zoning had recommended approval.
Separately, Teichert introduced a will-serve letter to provide sewer service for the renovated Broulim's grocery store; council directed that the letter be amended to include both water and sewer service for domestic, irrigation and fire protection, and authorized the Mayor to sign the letter. The minutes indicate Broulim's representatives are coordinating with DEQ regarding the connection.
On a related boundary item, the W. Tom Davis Revocable Trust agreed to convey about 10 feet of land to Courtney and Jenny Hansen. Council Member Tom Davis excused himself from that discussion and abstained from the vote because of the conflict of interest; the council approved the adjustment and authorized the Mayor to sign the final plat.
For capital expenditures, the council approved a payment request to Munger Mountain Construction for the new Afton storage building in the amount of $18,369.57 after Sunrise Engineering had submitted a payment request for project work.
These actions were recorded during the council’s regular meeting; specific vote tallies are not provided in the minutes beyond the notation “motion carried” except where an abstention was recorded for Tom Davis on his recusal.
