Rules Committee approves time-and-a-half pay for declared snow emergencies

The Rules Committee voted 3-0 on Feb. 9, 2026, to amend the employee handbook to provide time-and-a-half pay for employees during Level Three or declared snow emergencies. James Carroll moved the amendment and Philip MacLean seconded; the motion passed unanimously.
The change was introduced as a standing agenda item under new business. Chair Debbie Schaffner asked for clarification about what constitutes an "Emergency." Village Administrator Matthew Nihiser said he had been able to do what he needed from home and discussed the role of a mayoral emergency declaration in determining the status of an emergency.
Committee members did not request further amendments during the motion and there was no extended discussion. The committee scheduled its next regular meeting for March 23 at 6:00 p.m. and adjourned at 6:28 p.m.
