Council accepts Historical Review Board recommendations, approves two event road closures
Summary

The Bardstown City Council on May 26 accepted recommendations from the Historical Review Board on four Certificates of Appropriateness and approved two event road-closure requests from tourism officials.
The HRB recommended approval of COA-26-13 (Brandy Hobbs) for demolition of a rear one-story frame addition, removal of two trees, construction of a new addition and a parking pad at 109 S. 5th Street; conditions included staff approval for final finish selections and a required return with a landscape plan addressing green space and replacement trees. The HRB recommended approval of COA-26-14 (Even Kulsveen) to remove a dead tree and replace non-historic rear windows at 216 W. Flaget, with a condition that one large canopy tree be planted. The HRB recommended approval of COA-26-15 (Summer Talbott) to add a new rear window opening at 216 S. 3rd Street. The HRB recommended approval of COA-26-16 (Mark Graydon) to remove two trees, trim one and repaint the exterior at 114 W. Broadway; the HRB required planting one large canopy tree and one to two small/medium canopy trees. Councilwoman Betty Hart added an additional condition for COA-26-16 that two trees must be planted prior to removal in compliance with COA 25-05 (approved May 27, 2025).
Councilman Joe Buckman moved to accept the HRB recommendations for COA-26-13, COA-26-14 and COA-26-15; Councilman Franklin Hibbs, IV seconded and the motion carried 6-0. Councilwoman Hart moved to accept COA-26-16 with the HRB conditions plus her additional pre-removal planting requirement; Buckman seconded and the motion carried 6-0.
Separately, the council approved two road-closure requests submitted by Tourism President Stacey Phelps: the Gold Rush Rally on June 13, 2026 (motion by Councilman Hibbs, second by Councilman Williams) and the America 250 Parade on July 3, 2026 (motion by Councilwoman Hart, second by Councilman Buckman); both motions carried 6-0. The council also approved the minutes of the May 12, 2026 regular meeting by unanimous consent.
The meeting minutes record conditions attached to approvals (tree-planting and landscape plans) and the council's motions, but do not include detailed planting plans, timelines, or contractor schedules; those are expected to be provided to staff in follow-up filings or approvals.
