The board identified multiple areas that could have moderate-to-large environmental impacts and directed the applicant to prepare an environmental impact statement (EIS) and a draft scoping document for public review.
Planner summarized part-three concerns that prompted the positive declaration: construction on slopes greater than 15 percent, phased construction extending beyond one year, potential increased erosion and stormwater discharges, construction within or adjacent to freshwater wetlands, additional demand on private water supplies, possible conversion of more than 10 acres of vegetation or habitat, traffic impacts exceeding road capacity, and the potential for inconsistent land-use patterns. The board agreed these potential impacts merited an EIS and a scoping process, including a public scoping session anticipated in August.
The board also noted that lead-agency notices had been circulated to involved and interested agencies and that the applicant must provide a complete EAF and supporting materials; staff asked for a digital submission of all technical reports for record-keeping and review.
