North Baltimore council suspends readings and adopts several emergency measures, places 2‑mill levy on ballot

Mayor Aaron Patterson presided over the Village of North Baltimore council meeting on May 13, 2025. Councilors moved quickly through several agenda items, adopting multiple measures as emergencies and approving a large accounts‑payable batch.
The council adopted Ordinance No. 2025‑11, approving supplemental appropriations and modifications for the 2025 fiscal year and declaring an emergency after a motion by Mr. Cook; the motion suspended the second and third readings and the ordinance was adopted. The council also adopted Resolution 15‑2025 to place a 2‑mill renewal tax levy for streets and roads on the general‑election ballot on Nov. 4, 2025; Mr. Engard moved to read, suspend remaining readings and adopt the resolution as an emergency, and the motion passed.
Councilors approved Resolution 17‑2025 authorizing a service agreement with Focal Forensics for video and document redaction services, authorizing village funds for redaction costs and declaring an emergency after a motion by Ms. Hefner. Resolution 16‑2025 (NECO Water/Neptune My360) was introduced on first reading and was not adopted at the meeting.
On a motion by Mr. Cook, the council approved payment of bills totaling $515,533.44. Several other items of business were advanced or recorded, including referral of Ordinance 2025‑09 (animals and fowl) back to Council of the Whole and adoption of Resolution 07‑2025 updating personnel policy sections on nondiscrimination, ADA, harassment and complaint procedures.
The meeting recessed to executive session for personnel and property matters at 7:20 p.m. and returned to open session at 7:46 p.m. The meeting adjourned after approval of the bills.
