Buckeye Lake council adopts employee ethics update, approves sidewalk engineering contract and other measures

At its Sept. 9 meeting the council unanimously adopted an updated employee ethics policy (Ordinance 2024-38), suspended rules to approve an OHM engineering contract for Walnut Road sidewalk upgrades (Ordinance 2024-49), and approved several administrative motions including a $2,000 charter mailer PO and a $5,000 tree-removal work agreement.
The Buckeye Lake Village Council on Sept. 9 approved multiple ordinances and administrative measures, including an update to the village employee ethics policy and an engineering contract to advance a Walnut Road sidewalk and roadway upgrade.
Ordinance 2024-38, an amendment to the employee handbook’s ethics policy to align with Ohio Ethics Law and the Ohio Revised Code, passed on third reading after a motion from Councilor Deb Julian and a second from Councilor Don Cable. The roll call vote was Yes: Julian, Lemmon, Wadley, Wolfe, Cable, Green (6–0).
Council also moved quickly on a contract modification with OHM Advisors for additional engineering services to complete the design of the Walnut Road sidewalk and roadway upgrade (Ordinance 2024-49). Councilor Tom Wolfe moved to suspend the rules, the motion passed unanimously, and Councilor Kellie Green then moved to adopt the ordinance; the roll call vote was 6–0.
Other actions included:
- A motion by Councilor Kellie Green, seconded by Councilor Don Cable, to issue a $2,000 purchase order to Pal Printing to mail proposed charter changes to voters; the motion passed 6–0.
- Approval of a work agreement to compensate Michele and Jeffrey Lyons up to $5,000 for tree removal tied to the West North Bank storm sewer project on Cottage Street; motion by Councilor Tom Wolfe, seconded by Councilor Deb Julian, passed unanimously.
Ordinance 2024-50 (First Street waterline extension contract with ADR & Associates) was introduced and will proceed to a second reading. Ordinance 2024-51 (amendments to permanent appropriations) and Ordinance 2024-48 (another appropriations amendment currently at second reading) were also advanced along the reading schedule.
Councilors said committees will continue to review details of appropriations and implementation plans. No votes recorded tonight resulted in a tie or dissent.
