Cherokee Village council formalizes budget, adopts hazard plan and approves permits and appointments

The Cherokee Village City Council met Feb. 20 and approved a series of routine and policy items, including formal adoption of the city's operating budget and participation in Sharp County's hazard mitigation plan.
Mayor Steven R. Rose called the meeting to order and later presented the State of the City report. Council members voted unanimously (8-0) to adopt Resolution No. 2025-03, formalizing the annual operating budget as previously approved in November, contingent on attaching the November paperwork. The council also unanimously approved Resolution No. 2025-04 to adopt the Sharp County Multi-Jurisdictional Hazard Mitigation Plan and to express the city's intent to participate.
Council approved three special-use permits in a single vote: the Arts Center of North Arkansas's "Shakespeare at the Gazebo" (2025-01) and two Highland Elks Lodge events for the Pepper Martin Memorial Turkey Shoot (2025-02 on March 22; 2025-03 on Oct. 4 and Nov. 1). Council also confirmed appointments: Jeff Tatum was appointed mayor pro tem (motion passed with two abstentions) and Jason Lowe was appointed to serve on the A&P commission; James Gilley of Plantation Park was added to A&P by unanimous vote.
Council moved into an executive session to discuss personnel matters and reconvened at 7:11 p.m.; the minutes record no action or conclusion from that closed session. The council set its next regular meeting for March 20, 2025, and agreed on a monthly working meeting schedule on the Monday before each regular meeting.
The council acknowledged presentations from local fundraisers. Billie J. Suiters of the Copper Feather Darts with Hearts Club presented a donation of animal food and $567 to the city's animal control. Organizer Kat Borland presented proceeds from a Valentine's dinner, with $3,293 earmarked for the Cherokee Village Fire Department and $3,293 for the police department to purchase fire hoses and body cameras.
