Council denies SID representative for A&P seat; animal shelter near completion as council debates stray-dog policies

The Cherokee Village City Council on Nov. 21 rejected a motion to allow the A&P commission vacancy to be filled by a general manager or commissioner from the SID (Special Improvement District), after debate about legal and definitional questions.
The motion — to permit the A&P seat to be filled by an SID GM or commissioner — was seconded by Council Member Ishmael. City Attorney Jody Shackelford had emailed an opinion saying the appointment would not violate the pending lawsuit, but several council members questioned whether a GM was the appropriate fill. On roll call the motion failed, with Rowland, Harrison and Smith voting yes and J. Tatum, R. Tatum, Thompson, Martin and Ishmael voting no (3–5).
Jonathan Rhodes, identified in the record in the A&P discussion, asked that the commission revisit the matter and requested a clearer explanation for why the proposed SID appointment was denied.
Separately under old business, Council Member Thompson reported that construction at the animal shelter is progressing and targeted for mid-December completion. Council and committee members discussed ongoing problems with stray and especially aggressive dogs. Council Member Rowland said the working group had discussed an education program for schools to teach pet-owner responsibility. Chief Monte Lane said e-ticketing for enforcement is in progress but did not give a firm operational date.
Council Member Martin asked for a short list of two or three prospects that meet the criteria to fill the open A&P commission seat for council review.
The meeting record shows the council treated the A&P appointment as a substantive policy and governance question rather than a ministerial placement, and the denial leaves the vacancy to be further handled by the commission and city staff.
