Planning Commission signs Component 4A for Like A Mustard Seed sewage planning module

The Planning Commission authorized Chairperson Joe Chellew to execute Component 4A of the Sewage Facilities Planning Module for the Like A Mustard Seed proposal at 1200 Butler Lane during the Feb. 12 meeting.
Wynn Associates summarized revisions to the project following a Nov. 17, 2025 conditional use decision: occupancy will be limited to 30 students per session, staffing limited to two (the Joneses), and poultry processing/residual disposal removed from proposed uses. Penn’s Trail Environmental documented that site soils are unsuitable for standard on-lot sewage systems, and the consultant proposed a Small Flow Treatment Facility (SFTF) with a design sewage flow of 970 gallons per day to treat the commercial/educational use and discharge to a dry tributary of Three Mile Run (which drains to Lake Nockamixon). The commission’s action to execute Component 4A was to complete the Planning Commission’s portion of the planning module prior to Township transmittal to PADEP.
Reviewers noted required next steps: the applicant must execute an Operation and Maintenance agreement acceptable to the Township Solicitor, address Components 4A/B/C comments as necessary, secure Bucks County Health Department and PADEP reviews, and sign the Completeness Checklist prior to formal submission. Wynn Associates reported that a public notice soliciting comment on the SFTF had produced no written objections during the 30-day comment period.
On a motion by Commissioner Dave Nyman, seconded by Commissioner Colin Monahan, the Chair executed Component 4A as presented; the motion passed unanimously. The commission subsequently adjourned the meeting at 8:02 p.m.
