Newcastle Planning Board advances draft zoning changes to clarify frontage and building-line definitions

Newcastle — At its April 17 meeting the Newcastle Planning Board reviewed proposed clarifications to the town’s core zoning code intended to make terms such as frontage, frontage line, building line and front yard more consistent in application.
Planner and board members discussed replacing the existing “frontage zone” language with a defined building or frontage line tied to the primary structure’s location, and debated whether illustrative diagrams should appear in the core code or a separate visual reference guide. Members agreed the code’s text should govern and that diagrams should serve as explanatory examples in a reference guide unless the board decides otherwise.
The board also discussed procedural questions raised by a separate application about expanded-use permits and building groups, noting that applicants should generally attend review sessions so members can ask clarifying questions. In the planner’s report the board was told that Cara has been hired part-time and will serve as the town’s code enforcement officer and (in time) a licensed plumbing inspector; members said coordination between the planning board and the CEO will help streamline small-project permitting.
Next steps: Staff will continue refining the definitions and diagrams and prepare draft language for a future public hearing. The board did not vote on code amendments at this meeting.
