Residents press Valley View on signal timing and guardrail; council says contractor controls one signal

Residents raised traffic- and safety-related concerns at the Village of Valley View council meeting on Oct. 7, pressing officials for action on signal timing and a guardrail replacement.

Resident Mike Dzek publicly thanked Engineer Sciano and Mayor March for assistance on a remodeling project at Tinkers Creek Road and asked whether the village could address the traffic signal at Warner and Granger roads and the signal at Canal and Granger. Police Chief Niro said "that was adjusted this week," and that the Canal/Granger timing had also been adjusted. When Dzek asked about the signal at Canal Road and Hillside Road, Chief Niro said that signal "belongs to the contractor and we can not change the timing on that." Engineer Sciano said a second contractor will do the guardrail replacement across from Valley Ford and that the work is underway.

Resident Dave Bronza reported a sewer problem on Donald Avenue and thanked Service Director Harter for helping resolve it. Council took no separate vote on the signal or guardrail questions during the meeting; the exchange was recorded as requests for staff follow-up.

The exchange underscores routine operational limits for small municipalities: police and public works can adjust village-managed signals and schedule infrastructure repairs, but signals or equipment owned or installed by outside contractors require coordination with the contracting party or the owning agency.
