Valley View council promotes police sergeant, approves multiple ordinances and personnel hires

Valley View council on Oct. 7 unanimously approved a package of ordinances and personnel moves that included promoting Joseph (Joe) Ferrando to sergeant in the police department and appointing two part-time firefighters.
The council passed Ordinance 2025-10-2 to appoint Joseph Ferrando after Police Chief Niro described a multi-stage selection process that began this summer with a testing and interview phase. "All officers passed and Officer Ferrando scored highest," Police Chief Niro said, and the panel’s recommendation was unanimous. Ferrando was sworn in as sergeant at the meeting.
Also that night the council approved ordinances appointing Anthony Coutouzis and Nico Conforte as part-time members of the Valley View Fire Department. Fire Chief Papesh said Coutouzis was recruited following paramedic and fire school and that Conforte is a full-time Maple Heights firefighter who the village expects will be "a great addition" to Valley View’s department.
Council suspended the rules and placed multiple items on third and final reading before voting. The body also approved Ordinance 2025-10-1 (payment of September claims), Ordinance 2025-10-5 (amendments to Section 1062.01, Use and Rental Policy), and Ordinance 2025-10-6 (an amendment to Section 7.17(D) of the personnel policy regarding sick leave, declared an emergency), as well as ordinances accepting a plat for the Alexander Road and Hub Parkway widening and approving a change order for the 2025 Alexander Road reconstruction project. All votes reported were unanimous (roll call Aye 5 / Nay 0).
Finance chair Councilwoman Jakubczak presented consent motions that passed unanimously: authorization for Service Director Hart er to purchase a stand-up fertilizer/sprayer (not to exceed $15,320), authorization for asphalt pavement repairs at 7700 Wall Street (not to exceed $25,500), approval for emergency repairs to the fire suppression line at the Safety Center (not to exceed $25,000), and a $500 donation to the After Prom Committee.
Council members and department heads framed the actions as routine governance to maintain public safety, infrastructure and recreational programming. Mayor Matt March congratulated Sergeant Ferrando and thanked staff for their coordination on ongoing projects. The meeting adjourned at 6:55 p.m.
