Council advances Belvedere and Circlewood infrastructure projects; approves beer sales at Summerfest

Fairview Park City Council received committee reports Feb. 2 that advanced two street-and-utility projects and an ordinance to allow beer sales at this summer’s Summerfest.
At the Environment, Public Works, Planning, Zoning and Development committee meeting, engineers described the Belvedere Avenue sewer and pavement replacement project (Ordinance 26-04). Engineer Kerber said the sewer lines are the oldest in the city, the project received a 0% loan from the county public works commission, and construction must begin by June 2027; the work is expected to take at least 12 months. Committee members raised concerns about safety where children cut through yards and the potential impact on Summerfest, and the committee moved the ordinance to second and subsequent third readings.
The same committee discussed Ordinance 26-05 to prepare plans and specifications for water-line replacement and pavement resurfacing on Circlewood Drive. City staff said Cleveland Water will assist with funding for the water-line replacement; construction is likely to begin in April 2027 and will require a temporary water supply during work. Staff also reported that sewer video inspection of Circlewood showed no need for sewer repairs.
Separately, the local government and community services committee unanimously advanced Ordinance 26-06 to permit sale and consumption of beer at Summerfest 2026 in Vulcan Park. Committee notes recorded that police leadership had been consulted and raised no objections; the measure was described as supporting the Fairview Park Youth Association’s beer tent fundraiser "within strict guidelines to ensure safety and legal compliance."
What’s next: Ordinances 26-04 and 26-05 were placed on second and subsequent third readings; council members said funding approvals and construction timelines will be refined as engineering and procurement progress.
