Director Pei told the council the city intends to use municipal capital leasing (through Huntington) to buy two heavy vehicles — an EMS squad and a 2027 Freightliner dump truck with snow/ice equipment — each expected to cost in excess of $300,000. Pei said municipal capital leasing would transfer full ownership to the city at the end of the financing term (roughly 10 years).
Councilwoman Mann asked whether the department’s on‑road ambulance, described as 14 years old with about 61,000 miles, had reached the end of its useful life despite relatively low mileage. Pei replied the existing unit will be used as a backup but that purchasing a new unit is appropriate because of age and increasing call volume.
The ordinance for municipal capital lease financing (Ord. 2607) was placed on second and subsequent third reading by unanimous roll call. No purchase or lease contract award occurred at the meeting; Pei said the city had identified Huntington for favorable interest rates and would return with financing documents as details were finalized.
