Council moves Belvedere and Circlewood waterline projects to next readings; designs set for 2026, construction targeted for 2027

Engineer Kerber presented two full replacement projects — Belvedere Avenue (waterline, storm, sanitary and pavement) and Circlewood Drive (waterline and pavement) — describing 2026 design schedules and anticipated 2027 construction windows.
On Belvedere, Kerber said Cleveland Water will contribute funding for the water line and the city is pursuing an Ohio Public Works Commission no‑interest loan; engineering work is the immediate focus with construction slated to begin in June 2027 to meet OPWC timing requirements. Council members noted Belvedere borders park event areas and asked for a safety and crowd‑management plan for Summerfest and field events; Kerber and the mayor said the city would coordinate traffic and safety plans with the fire chief.
For Circlewood Kerber said the street needs more than resurfacing and that Cleveland Water’s Suburban Water main renewal program selected Circlewood based on a mix of break history, pipe size, lead connections and complaints; design is targeted for 2026 and construction could begin around April 2027 because of the need for temporary water services and warmer weather for pipe work.
Both ordinances (Ord. 2604 Belvedere; Ord. 2605 Circlewood) were moved to second and subsequent third readings by roll call votes. No construction contract awards were approved at this meeting; additional funding and construction administration ordinances will follow once design completes.
