Plain City council adopts utility rate change, accepts public improvements and awards splashpad contract

Plain City Council on March 9 advanced a set of routine and time‑sensitive actions, voting unanimously on a second reading and on a contract award after waiving a required second reading.
Council approved Ordinance 02‑2026 (second reading) to amend Chapter 935.05 (rate structure) of the Street, Utilities and Public Services Code and declared it an emergency. Council also approved Resolution 07‑2026 accepting public improvements for Maren Reserve Subarea A, Resolution 08‑2026 authorizing sale of impounded vehicles, and Resolution 09‑2026 authorizing the sale of Village property; each motion passed "all in favor."
On new business, Council waived the second reading of Resolution 10‑2026 and then approved awarding a contract to Outdoor FX for the Plain City Public Square splashpad so the contractor can begin equipment procurement immediately. Staff noted that waiving the second reading would accelerate procurement and mobilization. Council additionally introduced several first‑reading ordinances (03‑2026 through 06‑2026) and began the first reading of Resolution 11‑2026 (Police Department Hiring Policy).
