Village Administrator Haley Lupton and engineers from the Mannik and Smith Group presented the Shepper and Converse Avenue reconstruction project during the March 9 council meeting, saying the primary goal is to mitigate recurring flooding in the area.
The project design has been completed by the Village’s contracted engineer and will be managed through the firm during construction. Funding is expected from an Ohio Public Works Commission (OPWC) grant and loan with financial participation from the Mid‑Ohio Water and Sewer District (MOWSD); the Village’s 2026 budget includes the project. Bids are scheduled to be received through March 17, 2026.
Lupton explained that the existing traffic pattern would be maintained after construction. Engineers described planned improvements for flood mitigation and noted a few bump‑outs would be included on Converse Avenue to accommodate utility pole locations; Shepper Avenue will not receive bump‑outs. Council members and engineers discussed whether road connections should remain to preserve emergency access and whether traffic calming should be used on nearby thoroughfares as development increases.
No formal action was taken; staff said they will return with bid results and next steps.
