East Rockhill supervisors approve $333,520.38 in bills, authorize contracts and a health-insurance opt-out

East Rockhill Township supervisors unanimously approved payment of the bills list dated Feb. 20, 2026, totaling $333,520.38 and accepted a series of routine reports and contracts at their Feb. 24 meeting.
The meeting was called to order by Chairperson Dave Nyman at 7:00 PM at the municipal building in Perkasie. On a motion by Vice-Chair Gary Volovnik and second by Supervisor Jim Nietupski, the board approved the January 5 reorganization and Jan. 27 regular meeting minutes and then moved to the bills vote.
Marianne Hart Morano, township manager, reported a snow emergency that ran from noon on Feb. 22 to noon on Feb. 23 and said the Pennridge Regional Police Department’s January activity report was on file and accepted. She also introduced volunteer applicant Mary Martin, who answered questions; the board thanked her and took no action on the application.
The board authorized the Heritage Conservancy to monitor and provide reports on all existing conservation easements in East Rockhill for 2026 (motion by Supervisor Jim Nietupski; second by Mr. Volovnik). The motion passed with all supervisors voting in favor.
The board also accepted Emerald Garden’s proposal for lawn maintenance for the 2026 and 2027 seasons (motion by Mr. Volovnik; second by Mr. Nietupski). The motion passed unanimously.
On personnel benefits, the board authorized an amendment to the employee manual establishing a health insurance opt-out provision. Under the policy, eligible employees who provide proof of alternate health insurance will receive a 20% reimbursement paid in June and December each year. The change was approved on a motion by Mr. Nietupski, seconded by Mr. Volovnik.
Real estate tax bill mailings will be delayed because of a Bucks County computer software glitch, Ms. Hart Morano said; tax collectors are preparing a public notice and taxpayers will retain the full 60 days to remit payment.
Public Works Director Jeff Scholl reported continuing salt delivery delays and said a third party is picking up material from the supplier to ensure stock for predicted storms. The Board accepted the Public Works report by unanimous motion.
The meeting adjourned at 8:00 PM after completing the agenda.
