Versailles introduces electric-rate changes: higher solar credit and EcoSmart enrollment fee (first reading)

Councilors heard the first reading of an electric-rate ordinance (Ordinance No. 25-43) that would adjust how the Village credits customer-owned solar generation and add a rate class for participants in the AMP EcoSmart Choice program.
Attorney Matt Pierron read the ordinance by title and Village Administrator Francis summarized the changes. The Renewable Parallel Generation Riderwhich governs credits to customers who send excess solar generation into the village gridwas described as being set by the Villages consultant, Sawvel and Associates, to reflect solars market value. Staff said the current credit had been $0.05776 per kilowatt-hour and the proposed credit is $0.07004 per kilowatt-hour. Francis explained that solar generation has a lower capacity factor (staff cited roughly 20% to 25%) compared with baseload or hydroelectric resources, and that recent increases in electricity costs and capacity charges within PJM have affected the market value of solar generation.
The ordinance also would add a rate class for the AMP EcoSmart Choice program, which allows customers to elect to receive 25%, 50%, 75% or 100% of their electricity from renewable sources through AMP. If a customer enrolls, an additional administrative fee of $0.00400 per kWh would be added to their energy charge to cover AMPs program administration; customers enrolled receive renewable energy credits demonstrating their share of renewable supply. Francis noted the villages power portfolio is currently approximately 25% renewable (solar and hydroelectric), but that the village sells its renewable energy credits (RECs) to help lower costs for all customers, meaning the village and customers cannot legally claim they are using that renewable power unless they separately enroll in a program such as EcoSmart.
Ordinance No. 25-43 was given a first reading by title only; council did not adopt the ordinance at this meeting. Staff indicated the changes are limited to the Renewable Parallel Generation Rider and the EcoSmart rate class; no other rate-class fees were proposed to change during this draft.
The measure will return for further readings and any formal vote at future council meetings.
