Versailles council approves 16.408-acre annexation, authorizes SRO MOU negotiation and accepts staff resignation; Eagle Scout plans Greenlawn Cemetery work

At its May 28 meeting, the Versailles Village Council approved an annexation agreement with Wayne Township for a 16.408-acre tract along Reed Road, Industrial Park Highway and Baker Road, authorized negotiation of a School Resource Officer memorandum of understanding with Versailles Exempted Village Schools, and accepted a personnel resignation.
Village Administrator Francis presented the annexation plat and said 3.342 of the 16.408 acres lie within public road right-of-way; property owners and Wayne Township trustees support the annexation. Mr. Griesdorn moved to approve the annexation agreement and Mr. Weaver seconded; the council voted unanimously in favor.
Council reviewed a proposed MOU for a School Resource Officer to commence July 1, 2025, and run through June 30, 2027. Fiscal Officer Kathy Ording reported Police Chief Bolin has met with school officials; the transcript notes Officer Jason Penny has performed SRO duties since fall 2021 and that the school compensates the officer for nine months of service with quarterly payments to the village. Council authorized the police chief to negotiate the MOU; motion by Mr. Steinbrunner, second by Mrs. Dieringer, passed unanimously.
Ms. Shaffer moved, and Mr. Steinbrunner seconded, to accept the resignation of Trevor Jacobs as a Water/Wastewater Operator I effective June 5, 2025; the motion carried on a unanimous vote. The council subsequently entered executive session to discuss public-employee matters and later reported that no decisions were made during executive session.
Earlier in the meeting guest Carson Schwartz outlined a three-phase Eagle Scout project for Greenlawn Cemetery: consulting a monument expert to identify safe cleaning methods, organizing a volunteer work day to clean headstones and photograph them, and updating the village cemetery website with validated names, dates and photos. Administrator Francis said cleaning supplies may be purchased through the village and Schwartz hopes to begin Phase I in early June.
The council also voted to waive a municipal hearing on a D3 liquor-permit application for Hermanos Escamilla III, LLC after Fiscal Officer Ording reported the police background check found no issues.
