Versailles council unanimously approves annexation, tax certification, substation bidding and zoning moratorium

VersaillesVillage Council unanimously approved several emergency measures during its Aug. 27 meeting, including final acceptance of an annexation, certification of tax levies, authorization to advertise for major substation equipment bids and a temporary moratorium on enforcing a zoning provision about roof materials.
Attorney Matt Pierron read Resolution No. 25-41 by title, which accepts the annexation of approximately 16.408 acres into the Village. Village Administrator Francis told council that Wayne Township and the Darke County Commissioners had approved the annexation and that property owners supported it. Councilor Mr. Paulus moved to declare the measure an emergency and advance it for immediate adoption; Mr. Weaver seconded and the vote was unanimous.
The council also adopted Resolution No. 25-42, the annual certification of amounts and rates as prepared by the Darke County Budget Commission for levies to be collected in 2026. Fiscal Officer Kathy Ording said the resolution provides the countys estimate of revenues to be placed on the 2025 general duplicate and must be approved by Oct. 1. That resolution was advanced as an emergency and approved on the same unanimous vote.
On infrastructure, the council adopted Resolution No. 25-44 authorizing the Fiscal Officer to advertise for bids for major equipment for the McGreevey Road Substation project (listed equipment includes transformer, structural steel, bussing, switching gear, vacuum circuit breakers and related controls). Village Administrator Francis said GPD Group has completed 30% design drawings and that bids at this stage will be for major equipment only; the motion to advertise bids was made, seconded and passed unanimously.
The council accepted the Darke County apportionment of Local Government funds for 2026: $89,333.82 (4.95% of the county allocation). Ms. Shaffer moved to accept the apportionment; Mrs. Dieringer seconded and the motion passed unanimously.
After returning from an executive session held to consult with the village attorney on disputes subject to court action, councilors voted to impose a moratorium on enforcement of Zoning Ordinance Section 517, Item C (Residential Design and Appearance Standards roof materials). Mr. Paulus made the motion; Mr. Griesdorn seconded and the council voted all yeas. Council did not record additional details or a sunset date during the meeting.
Other procedural business included approval of the consent agenda (agenda, Aug. 13 minutes and list of expenditures) and setting the village Trick-or-Treat for Sunday, Oct. 26, 2025, from 2:00 p.m. to 4:00 p.m.
