Valley View council unanimously approves package of ordinances, grant and road change order

Ordinance 2025-7-1 authorized payment of certain June 2025 claims; 2025-7-2 updated the village’s codified ordinances to include measures passed since December 2023; 2025-7-3 authorized an incentive grant agreement with Valley Truck and Transportation Group Management LLC; 2025-7-4 set a mileage allowance for village employees with an automatic annual IRS-rate update clause; 2025-7-5 authorized the mayor to contract with the Cuyahoga County Planning Commission to assist updating Valley View’s master plan; and 2025-7-6 approved a change order for the 2025 Alexander Road reconstruction project. All ordinance votes were recorded as AYE: 5 / NAY: 0.
The council also approved three finance items presented by the finance chair, Councilwoman Jakubczak. Engineer Sciano was authorized to accept a $24,000 proposal from Castle Construction & Repair LLC to build a masonry sign at the west Hub Parkway entrance; the council approved a $25,000 change order for Specialized Construction for partial-depth pavement repairs on Schreiber Road; and Recreation Director Von Ville was authorized to hire Geopfert Co. to replace two HVAC controls at the community center for $23,628. Each motion passed 5–0.
Mayor Matt March said negotiations with Valley Truck and Transportation Group began in January 2024 and the incentive-grant agreement now 'come[s] to fruition.' Councilwoman Jakubczak noted that the mileage ordinance includes language to update the rate automatically with the IRS rate each year.
The council also approved forwarding the proposed 2026 tax budget to the county fiscal officer after a public hearing with no comments.
What happens next: the ordinances take effect per their emergency language or statutory timelines; spending and contract approvals will proceed as authorized. The Alexander Road change order accompanies ongoing reconstruction; officials indicated project oversight will continue through engineering staff and contractors.
