Versailles council approves street reconstruction special assessments, budget amendment and multiple contracts

Versailles Village Council unanimously approved multiple ordinances, resolutions and contracts at its April 9, 2025 meeting, moving ahead on a street reconstruction project, emergency appropriations, and several procurement items.
The council adopted Ordinance No. 25-18 to levy special assessments for reconstruction of roadway, curbs, gutters, sidewalks and approaches for the North East Street Reconstruction project. The council also approved Resolution No. 25-19 to authorize the sale of vehicles and equipment not needed for municipal purposes.
Council declared emergency status, suspended rules and approved Resolution No. 25-21 to participate in 2025 ODOT road salt contracts, and adopted Ordinance No. 25-22 amending the annual appropriation ordinance.
Council members approved a recommendation from Sawvel & Associates to pursue an agreement with Jacobs (Jacobs, Jones & Henry Engineers) for preliminary design engineering studies at the village’s water and wastewater plants; Sawvel reported three RFQ responses and noted Jacobs’ prior work for the village.
On capital and maintenance spending, the council authorized Change Order #1 for the 2025 Street Maintenance Project with Barrett Paving Materials, Inc., increasing the contract by $126,775.00. The Village was authorized to purchase a John Deere 1200 field groomer for $20,130.48 to support maintenance of diamonds at Ward Park; the equipment will be owned and stored by the Village per an arrangement with the Versailles Girls Softball Association.
To support an economic-development electrical extension, council approved purchase of a 1500 kVA 277/480V padmount transformer from Sunbelt-Solomon for $47,060 and authorized contracts for conduit and electrical installation with Ruhenkamp Boring ($52,478.10) and Vaughn Industries ($49,697.65), respectively. The council characterized the electrical extension work as an economic development emergency and approved cost recovery terms described by the village’s electrical consultant.
Council also voted to disband the Town Hall Property Trustee Board Committee following the Village’s purchase of Wayne Township’s share of the Town Hall facility.
Votes at a glance: all items noted above were approved unanimously ("all yeas") during the meeting.
Why it matters: the actions advance planned street reconstruction, update the annual budget, and commit funds and contractor capacity to projects intended to support infrastructure, public safety and local economic development. Several approvals were processed as emergency measures, allowing the village to expedite procurement and contractor mobilization.
