Valley View council approves multiple ordinances, authorizes grant application and bridge plans

Valley View Mayor Matt March and village council on June 3 unanimously passed several ordinances and a resolution, authorized design and bidding for two bridge replacements, and approved a grant application for street trees.
The council voted 5-0 to pass Ordinance 2025-6-1 to pay claims for May 2025 after suspending the rules. Mayor March introduced Resolution 2025-6-2 adopting the Cuyahoga County Solid Waste Management District plan and council approved it 5-0. Council then created a full‑time executive assistant/digital media manager position under Ordinance 2025-6-3, which the body also passed unanimously.
Mayor March noted the village saved $128,000 on a two‑year insurance contract signed last year, saying the savings were realized during 2024. He also announced the village newsletter contest winner and the chosen name, "The Valley View Voice," with the winner receiving a $25 gift certificate.
Council passed Ordinance 2025-6-4 granting consent to the Ohio Department of Transportation for standard pavement markings, signage and certain maintenance on state highways inside village limits. Mayor March said a recent meeting with ODOT indicated the state agency had “no plan to salt or plow Granger Road” and would not take full responsibility for winter maintenance, though ODOT signaled it could assist when requested.
The council adopted Ordinance 2025-6-5, adding a sick leave donation policy (Section 7.17) to the personnel manual and declaring an emergency. Council also approved a last‑minute resolution (Resolution 2025-6-6) authorizing the mayor to apply for a Cuyahoga County Healthy Urban Tree Canopy (HUTC) grant to plant native trees along Hub Parkway; Engineer Sciano said the program requires native Ohio species rather than maples or oaks and that the village had previously received funding for Canal Road.
Engineer Sciano briefed council on two bridge projects: the county will remove the Stone Road bridge deck, and the village will prepare plans and advertise for bids to replace it with a walking bridge and make intersection improvements; similar plans and bidding were approved for Tinkers Creek Road. Sciano said the work is being scheduled to minimize disruption, delaying construction until about Thanksgiving 2026 so residents’ access to the trail will be interrupted for the shortest practical period.
Department reports were provided in writing. Police Chief Niro thanked officers for participating in Memorial Day events. Engineer Sciano reminded the council Canal Road would be closed beginning at 7:00 a.m. the following day and expected to reopen by 5:30 p.m. on June 5. The meeting adjourned at 6:54 p.m.
