Valley View accepts low bid for Alexander Road project; county reimbursement expected

Valley View’s council on May 6 approved an ordinance accepting the low bid for the 2025 Alexander Road reconstruction project after the apparent low bid came in well under the engineer’s estimate.
Mayor Matt March told the council the bid was “under the engineer’s projection” and, combined with funds the village expects to receive from the county, makes the project “very doable.” Engineer Sciano said the spread among the top three bidders was less than 3 percent and the low bid was about 30 percent below the engineer’s estimate.
Sciano described an approved alternate for MS concrete that provides the contractor earlier access to the work zone. “It is about a $60,000 add,” he said, explaining the alternate is a subtraction from the base bid plus the alternate added in to give the village flexibility to use it during the contract if needed. He said the county contribution is a reimbursement grant “up to one million dollars” and that the reimbursement will most likely arrive at the end of the year.
Sciano said the project should be completed by Thanksgiving and “should have no impact to the school bus.” The council suspended rules and passed Ordinance 2025‑5‑2 unanimously.

The availability of an alternate provides flexibility during construction.
