Baberton council adopts multiple emergency financing ordinances, development code and appointments
Summary
On Feb. 23 the Baberton City Council adopted several emergency note ordinances for infrastructure (metering, streets, water mains, stormwater), passed a new development code (Ordinance 8-2026), approved consent-agenda items and confirmed appointments to the TIRC and Housing Council.
Baberton City Council convened its regular legislative meeting Feb. 23 and passed multiple items on the consent agenda and in first/third readings following committee recommendations.
Consent agenda: Council suspended procedural rules and adopted a consent package that included payment authorizations (Minutemen HR management services; Everbridge/NIXLE), a one-year contract with the Legal Defenders Office of Summit County to provide counsel for indigent defendants, and a resolution authorizing the mayor to apply for a Water Pollution Control Loan Fund (WPCF) agreement for wastewater projects.
Capital financing notes: Council read, suspended and adopted several note ordinances to fund infrastructure projects: Ordinance 26-2026 (up to $200,000 in notes for an advanced radio meter-reading system for sewer/water), Ordinance 27-2026 (up to $1.2 million for street improvements), Ordinance 28-2026 (up to $1.2 million for water-main replacement) and Ordinance 29-2026 (up to $200,000 for stormwater-management projects). The finance director read fiscal certificates stating estimated useful lives and maximum maturities required under Ohio law.
Development code: On third reading the council adopted Ordinance 8-2026, the new City of Baberton development code, following committee review and roll-call votes.
Appointments: Council appointed Stacy Carr and Corey Hunt to the city’s Tax Incentive Review Council (TIRC) and Mayor William Judge and Corey Hunt to the Barberton Housing Council under Ohio Revised Code provisions cited in the meeting.
What’s next: Several of the budget and bonding matters remain subject to formal financing steps; staff said some items will return with additional documentation and that the operating budget readings would continue through March.
